University College ARCA, based on a permit from the Ministry of Science and Education, is conducting a study program: inspection and personnel management in maritime affairs. The study lasts six semesters (three years) and upon completion of the study, 180 ECTS points are obtained. The title to be obtained is a professional bachelor’s degree in inspection and personnel management in the maritime industry (bacc.ing.admin.nav.).
The professional bachelor’s degree engineer in inspection and personnel management in maritime affairs means a profession that includes tasks related to the organization and supervision of ports, ships, crew and cargo, as well as tasks related to the organization of the entire process and procedures of hiring and boarding seafarers on ships, employment of persons in shipping companies and other maritime institutions and organizations.
The engineer of inspection and personnel management in maritime affairs must be able to make decisions independently and know the processes of expert examination and resolution of appeals.
The duties of an engineer of inspection and personnel management in maritime affairs include labor market analysis, finding the necessary personnel, personnel quality checks, employment procedures, and continuous monitoring of the work of employed persons.
The engineer of inspection and personnel management in maritime affairs is responsible for ensuring that the ship has the prescribed number of crew members, that the crew members have the appropriate qualification certificates, as well as concluded employment contracts.
Subject tasks include planning and analyzing staffing needs, their recruitment process, planning timely shifts of ship crew members, monitoring professional development through the education and promotion system, discovering potential and encouraging success at work.
The engineer of inspection and personnel management in maritime affairs must be able to communicate in Croatian and English, and in particular must have a good knowledge of the regulations on the transport and transshipment of dangerous goods as well as the requirements and procedures regarding environmental protection, international maritime regulations on employment contracts, and especially national laws, rules and customs from the field of labor legislation.
